In Moodle, managing users is usually a strict delegation of Moodle administrators, using users management GUI or feeding APIs.
There is no way in standard Moodle to delegate users creation and management to non admin users.
The User Delegation blocks overrides this issue and provides to a non administrator a minimal interface to manage his on behalfed users, assign them to the ocurs he is managing, thus being a partial localized user administration.
